2021 - 06 - 20

The College of Law, under the supervision of the Continuing Education department, held a scientific symposium entitled (The Role of Administration in Combating Drugs in Iraq), in which the teacher, Dr. Muhammad Abdul Rahim Hatem Hassan Al-Hasnawi, Assistant Dean for Scientific Affairs, lectured, on Saturday, 6/19/2021, and was attended by the Dean of the College and a number of the faculty members and members of the college.

The researcher explained that the Iraqi Narcotics and Psychotropic Substances Law No. 50 of 2017 gave the role of the administrative authority in the fight against drugs a noticeable increase in a way different from what was stated in the Anti-Drug Law No. 68 of 1965, which was canceled, as the legislator singled out legal texts under the new law that highlighted the role of the administration in confronting these crimes and this role is a supervisory one on the one hand and a preventive one on the other hand, in addition to its role in the treatment.

The law also stipulated the establishment of the Supreme National Authority for Narcotics and Psychotropic Substances Affairs and the establishment of the General Directorate for Narcotics and Psychotropic Substances Affairs, stressed the administration’s control mechanism on the import and export of narcotic substances, and emphasized cooperation between all state ministries for the purpose of drug control, as well as stipulating the measures the administration should take to treat addicts. And rehabilitating them, thus approaching comparative laws such as the Egyptian, Algerian and Emirati laws, which highlighted the role of the administrative authority in the fight against drugs.
