Prof. Dr. Nawras Mohamed Shahid Al Dahan

 

The Chief Administrative Officer of the University, who also serves as the rector of the university council, is responsible for managing the university and exercising the powers granted by the owner (the Holy Abbasid Threshold), the Minister of Higher Education and Scientific Research, and the university council, in accordance with laws, regulations, and guidelines. His aim is to achieve the university's objectives and implement its strategies, fulfilling the responsibilities stipulated in Article (14) of the Law of Universities and Private Colleges No. (13) of 1996, as amended by Law No. (57) of 2002, as well as those outlined in the instructions and controls issued by the Ministry of Higher Education and Scientific Research. 

His tasks include: 

  • Presiding over the university council, inviting members to meetings, implementing its decisions, representing the university before official and unofficial bodies, and delegating others for representation.
  • Managing the university's academic, administrative, and financial affairs in accordance with applicable laws and regulations.
  • Issuing orders for the appointment of the university president's assistants and college deans.
  • Approving the appointment of deputy deans and heads of departments and scientific branches.
  • Signing contracts, agreements, and correspondences ratified by the university council.

The responsibilities include exercising the powers delegated by the owning entity (the Holy Abbasid Threshold), the Minister of Higher Education and Scientific Research, and the University Council, in accordance with laws, regulations, and instructions; aiming to achieve the university's goals and implement its strategies. He carries out the tasks specified in Article (14) of the Law of Universities and Private Colleges No. (13) of 1996, as amended by Law No. (57) of 2002, and those stipulated in the instructions and regulations issued by the Ministry of Higher Education and Scientific Research.   • Managing the university's academic, administrative, and financial affairs in accordance with the effective laws, regulations, and instructions.
  • Issuing orders to appoint the president's assistants and the deans of colleges.
  • Approving the appointment of deputy deans and heads of departments and scientific branches.
  • Signing contracts, agreements, and correspondences approved by the university council.
  • Appointing academic, administrative, and technical staff, determining their salaries and bonuses, accepting their resignations, and terminating their services.
  • Forming academic, administrative, and financial committees, and defining their functions and powers.
  • Ratifying decisions of the cancellation, appraisal, and leasing committees, or making decisions regarding them directly without resorting to forming committees.

  • Issuing spending orders as outlined by the university council and in line with the university's interests.
  • Assigning university staff for internal and external missions.
  • Recommending the donation of movable funds to universities, colleges, and scientific and educational institutions within Iraq.
  • Approving the chapters of the annual budget, supervising the spending process, and overseeing the financial and procurement committees.
  • The university president has the authority to delegate some of his powers to his assistants, deans of colleges, or heads of academic departments.
  • Approving the disbursement of bonuses to those who provide services to the university or contribute to its development.
