The validity of the ruling of unconstitutionality in terms of time represents a legal and practical problem, as various legal systems have tried to confront it by many means, given its many repercussions in various aspects of life. Constitutionalism or its rejection as it does not affect the constitutionality of the text under appeal. The question may arise about the time when a law ruled unconstitutional is out of the state’s legal system, so does this law come out from the day following the publication of the ruling in the Official Gazette, or from the day it was issued? Hence, it is considered as if it was not issued in the first place, and then all legal effects arising from it since the date of its implementation are canceled.
